The overall project goal is to strengthen regional cooperation and networks on all levels (political, technical, civil society etc.) in the forestry and water management sector and assure sustainable development in the river basins of the South Eastern European countries and increase the awareness of protection of natural resources and ecosystems. Such regional network will ensure common and synergetic efforts for better results in implementation and management of current and new environment, agriculture, forestry and water policies.
To create a potential for encompassing integrated water, forestry and land management, supported by the national governments, institutions and international community in the South Eastern European countries where cross-border river basin areas exist.
To promote stakeholder participation in the development of a joint action and coordinative efforts for effective implementation and enforcement of environment, agriculture, forestry and water policies, and improving the current level of enforcement of existing environmental, agriculture, forestry and water legislations.
The target groups of the project are representatives of institutions that are responsible for development of water and forestry policies, including stakeholders involved in the development of sustainable resource management in the Balkans.
The beneficiary countries are: Albania, Bosnia and Herzegovina, Croatia, Macedonia, Montenegro, Serbia and Kosovo UNSCR (1244)
The following project activities are planned in the region:
- Organization of discussions (“round table”) and working meetings between representatives who are responsible for development of water and forest policies, including stakeholders involved in the development of sustainable management of natural resources in the Balkans (Ministries of Agriculture, Forestry and Water Management) and experts on harmonization of these policies and measures in the Balkans;
- Support for coordination meetings at national and regional level between experts, Ministries of Agriculture, Forestry and Water Management, as well as different organizations and institutions that are responsible for implementing water, forestry, agriculture and land policies with relevant partner organizations from the participating countries;
- Technical Assistance – the assistance of experts from the water, forestry, agriculture and land management sectors in each Balkan country for consultation on issues related to efficient principles of sustainable management and proper implementation of new EU policies in Agriculture, Forestry and Water Management;
The Secretariat of the Regional Rural Development Standing Working Group (SWG) in Southeast Europe is responsible for implementation and management of the project.
The project will be implemented in the Balkan countries Albania, Bosnia and Herzegovina, Croatia, Macedonia, Montenegro, Serbia and Kosovo (UNSCR 1244). Bulgaria and Romania will be involved as partners in the project.
The project started in April 2010 and its duration is foreseen till March 2012.
