Agricultural Policy Forum

Agricultural Policy Forum (APF) is a two-day event on regional agricultural policy in SEE organized by SWG, involving relevant regional and international stakeholders, resulting in regional policy recommendations. It has been organized on an annual basis since 2001 to serve as a wide platform for discussions and recommendations on regional policy issues in agriculture and rural development in SEE.

Starting with the first Agricultural Policy Forum in November 2001, a series of events have been organized apart from the two events in Leipzig and one in Dresden, Germany, and the meetings held in Romania, Albania, Macedonia, Serbia, Bulgaria and Montenegro. The theme of all events was the agricultural and rural transition process in SEE countries. One of the main achievements was the formation of the Regional Rural Development Standing Working Group (SWG) in SEE.

The 20th Agricultural Policy Forum, “Agriculture and Rural Development Policy in the Western Balkans in times of pandemic”, was held as an online meeting from 12 to 16 October 2020. It addressed the impact of COVID-19 on agriculture, food and rural areas in the Western Balkans and stressed the necessity of regional cooperation in times of pandemic.

APF 2018, “Agricultural Policy: Determinant of the Regional Rural Development and EU Perspectives of the SEE”, was held in Jahorina, Bosnia and Herzegovina on 16 - 18 October 2018. It was organized by the Regional Rural Development Standing Working Group (SWG) in SEE in cooperation with the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina. It gathered more than 160 representatives of relevant public authorities, civil and private sector, from 15 countries of the SEE region and abroad.

The Forum focused on regional networking of relevant stakeholders, policy evaluation as part of the policy making process, promotion of the Area Based Development (ABD) approach as a tool for rural development with upscaling potential, along with the need for sustainable use of natural resources and involvement of the rural civil society, as crucial factors for development of rural areas.

The Forum promoted and stimulated debate and discussion on policy issues among policy makers, governmental and non-governmental organizations from the agriculture and rural development, water and forestry sectors in SEE, relevant international policy and development institutions, national, regional and international experts and academics in order to provide technical background on the regional aspects of the European Union (EU) integration process.
