Meeting of the Working Group on Agricultural Policy Development organized in the scope of the APF 2023 in Podgorica


The Agricultural Policy Forum 2023 (APF) gathered 116 representatives of relevant institutions from 15 countries from Southeast Europe beyond on October 25th and 26th in Podgorica, Montenegro. The focus of the APF 2023 was on partnership and cooperation in dealing with climate adaptation in SEE. The Agricultural Policy Forum 2023 was held under the joint auspices of the Ministry of Agriculture, Forestry and Water Management of Montenegro and the Regional Rural Development Standing Working Group (SWG) in South-Eastern Europe. Podgorica Agenda summarizes the main outcomes of the Forum.

Meeting of Regional Expert Advisory Working Group (REAWG) on Agricultural Policy Development was held in the scope of the APF 2023. Conclusions from the Working Group on Agricultural Policy Development:

The APF 2023 stresses the importance of food security improvement and advocates the need for faster adjustment of SEE agricultural and rural development policies and management systems to the EU policy framework. It emphasizes the need for restructuring and harmonization of the allocation of funds, between the two broad pillars of direct payments and rural development, to enhance the sector’s adaptive capacity for sustainability.

The Forum emphasizes the importance of the precise implementation of the declared policy objectives, regularly followed by monitoring and evaluation of their performance and long-term impact. The Forum also acknowledges the need for the reconsideration and improvement of risk management tools to care for the implications of climate change.
