The Third National Workshop on “Integrating Climate Change Adaptation into Agricultural Policies” was held on 30–31 March 2026 in Becici, Montenegro, at the Hotel Montenegro Beach Resort. The workshop was organized by the Standing Working Group for Regional Rural Development (SWG) in cooperation with the Ministry of Agriculture, Forestry and Water Management, as part of ongoing efforts to support the integration of climate change adaptation into national agricultural policies.

The workshop was officially opened by Enis Gjokaj, representing the Ministry of Agriculture, Forestry and Water Management, and Andja Vukcevic Zoric, representing SWG RRD. In their opening remarks, they emphasized the importance of strengthening the resilience of the agricultural sector in the context of climate change, as well as the need for coordinated institutional action and stakeholder engagement.

The event brought together a total of 22 participants, including representatives of relevant ministries, members of the expert group, representatives of academic and research institutions, as well as other key stakeholders involved in agriculture and climate change policy. The workshop built on the outcomes of the previous national workshops and aimed to further develop practical guidelines for adapting agricultural production to changing climate conditions.

The workshop was facilitated by Mirasad Spahic, who guided participants through the agenda and ensured an interactive and structured discussion throughout the two-day event. The first part of the programme focused on the presentation of the results achieved so far by the expert group. Participants were introduced to the progress made in defining strategic objectives, specific measures, and priority areas for adaptation. This session also provided an opportunity for participants to share their observations and contribute additional insights based on their experience and institutional perspectives. The workshop continued with moderated sessions dedicated to the identification of concrete measures and activities for climate change adaptation. The group work enabled active participation and in-depth discussions, focusing on key thematic areas such as socio-economic resilience, sustainable land management, water management, climate-resilient crop production, and livestock systems.

The second day of the workshop focused on the verification and further refinement of the proposed measures and activities. Participants continued working in groups, reviewing and validating the previously identified actions to ensure their relevance, feasibility, and alignment with national priorities. Each group presented the results of their work, outlining key priorities, proposed measures, and recommendations. The presentations were followed by a plenary discussion, which allowed for additional comments, clarification, and alignment of the proposed actions.

The activity is organized with the support of GIZ, in cooperation with the Standing Working Group for Regional Rural Development (SWG) in South Eastern Europe (SEE), on behalf of the German Government, within the framework of the Regional Climate Partnership between Germany and the Western Balkans.
