The Fourth National Workshop on “Integrating Climate Change Adaptation into Agricultural Policies” brought together key stakeholders on 28–29 September 2026 at Hotel Princess in Bar, Montenegro. The event was organized by the Standing Working Group for Regional Rural Development (SWG RRD), in cooperation with the Ministry of Agriculture, Forestry and Water Management of Montenegro.

Fifteen participants took part in the two-day workshop, building on the results of earlier national workshops. Their main task was to review and further develop the draft document “Integrating Climate Change Adaptation into Agricultural Policy in Montenegro”, with a focus on strengthening its analysis, proposed adaptation measures and implementation arrangements.

Enis Gjokaj and Mirsad Spahić, representing the Ministry of Agriculture, Forestry and Water Management, officially opened the workshop. The expert group then presented the progress achieved to date and introduced the structure of the draft document that guided the working sessions.

Participants refined practical measures including adapted seed and planting material, improved water collection and storage, digital early-warning tools, and protection of livestock from heat stress. They also clarified institutional responsibilities and strengthened links with disaster risk reduction, research and donor-supported initiatives.

The workshop concluded with a revised working draft that will support the integration of climate change adaptation into  agricultural and rural development planning in Montenegro.

The activity was organized with the support of GIZ and the Regional Rural Development Standing Working Group (SWG), on behalf of the German Government, within the Regional Climate Partnership between Germany and the Western Balkans.
