The 3rd Stakeholders’ Group meeting for “Drina-Sava” and “Drina-Tara” cross border regions which are part of the SWG EU funded project ”Preparations for implementation of the Area Based Development Approach (ABDA) in the Western Balkan countries” was organized by the Regional Rural Development Standing Working Group (SWG) in South-East Europe. The meeting took place in the Ethno village of Stanisici, near Bijeljina, Bosnia and Herzegovina in the period from the 21st – 26th of April 2013.
The objective of the 3rd meeting of the Stakeholders from the above mentioned cross border regions was to build the capacities of their members on communication, presentation, organization of meetings, documentation, as well as to provide adequate information about the preparation of IPA programming documents.
The training on communication, presentation, organization of meetings, documentation was organized for the SHG members of “Drina-Sava” and “Drina-Tara” cross-border regions during the first 3 working days in two parallel groups (“Drina-Sava” group with 26 representatives of the Stakeholders’ Group from Bosnia and Herzegovina, Croatia and Serbia and “Drina-Tara” group with 22 representatives of the Stakeholders’ Group from Bosnia and Herzegovina, Montenegro and Serbia).
The discussion on programming documents for territorial and regional cooperation took part on the 4th working day and was the last session from the 3rd meeting of Stakeholders’ Group from the cross-border regions “Drina-Sava” and “Drina-Tara”. The session was guided by the SWG International consultant Kaj Mortensen and was conducted in plenary.
The participants were introduced with the three important issues related to the programming documents for territorial and regional cooperation:
- State of preparation of the legal framework in the European Commission and the expectations;
- Expected outline, and
- Role, State of preparation and timing for finalization of programming document in the ABD areas
In a debating exercise, the discussion continued on the question: How do you see the process?
- Does it bring you something concrete, now and in the future? and
- How to best use the time until the programme Approval?
Presentation on the Status and further development of the work on the Strategic Support Framework was also delivered to the participants who later also presented their priority project ideas (3 for each of the CB regions).
During the plenary, important questions related to the presented projects were discussed and ideas were exchanged with the SWG International expert.
The meeting ended with defining the future important steps in development of the priority project ideas and other important activities which might be in line to support the implementation of the programme expected to be approved by the EC at the end of 2014.
